Violations of COVID-19 Quarantine Regulations

Violations of the Minister of Health’s Regulation no. 161/2021 on Quarantine, Isolation and testing at the border of Iceland in connection with COVID-19:


Violation of the obligation to go into/stay in quarantine, Article 3 and Article 4, para 1.
The fine is determined on grounds of the gravity of the offence, ISK 50.000 – 250.000.

Violation of the obligation to present a certificate at the border station
and upon boarding, demonstrating a negative PCR test, no older than 72 hours by the time of boarding, Article 4, para 1.

Fine ISK 100.000.

Violation of the obligation to undergo testing at the border station, Article 4, para 1.
Fine ISK 100.000.

Violation of the obligation to stay at a quarantine facility and of the obligations that isolation at a quarantine facility entail, Article 5.
The fine is determined on grounds of the gravity of the offence, ISK 50.000-250.000.

Violations of the rules of quarantine, Articles 5 and 7
The fine is determined on grounds of the gravity of the offence, ISK 50.000-250.000

Violation of the rules of isolation, Article 9, paras 1 and 2.
The fine is determined on grounds of the gravity of the offence, ISK 150.000-500.000.

The authorization of fining applies only to the first offence.

Violation of the Minister of Health’s Regulation no. 190/2021 on Limitations of Gatherings because of the COVID-19 Epidemic:


Violation of the rules on gathering, Article 3:
Fine of an individual who attends a gathering, ISK 50.000.

Fine of the organizer of gathering: ISK 250.000 – 500.000.

The authorization of fining applies only to the first offence of the spokesperson/organizer.

Violation of the obligation to ensure at least 2 meter distance between persons who are not closely connected, Article 4, para 1.
The fine of the organizer of an activity/gathering in question is determined on grounds of the gravity of the offence, ISK 100.000 – 500.000.

The authorization of fining applies only to the first offence.

Violation of the rules on the use of face masks, Article 4, para 2.
The fine of the organizer of the activity in question is determined on grounds of the gravity of the offence, ISK 100.000 – 500.000.

The fine of a person who does not wear a face mask is determined on grounds of the gravity of the offence, ISK 10.000 – 100.000.

Violation of the rules on limitations of activities with respect to the risk of contagion, Article 5.
The fine is determined on grounds of the gravity of the offence, ISK 100.000 – 500.000.
